As of April 2026, the rebate landscape in the GTA (including Hamilton, Toronto, and Oakville) has shifted significantly following the closure of the old “HER+” program. The good news is that new, more flexible programs are now live.

Here is the current breakdown of federal, provincial, and municipal incentives:

1. Home Renovation Savings (HRS) Program (Provincial)

This is the primary rebate for most GTA homeowners. It is co-delivered by Enbridge Gas and Save on Energy.

  • The Big Change: You no longer need a pre-installation energy audit (saving you about $600 upfront) for most heat pump upgrades.
  • Rebate Amounts:
    • Cold-Climate Air Source Heat Pump (ccASHP): Up to $7,500 (depending on your primary fuel source).
    • Standard Air Source Heat Pump: Up to $2,000 for Enbridge customers ($500 per ton).
    • Ground Source (Geothermal): Up to $12,000.
    • Smart Thermostats: Up to $75 rebate.
  • Requirement: The unit must be installed by a registered contractor.

2. Oil to Heat Pump Affordability (OHPA) Program (Federal)

If you are helping a client switch from oil or propane heating, this is the most aggressive grant available.

  • Rebate: Up to $10,000 (and in some co-delivered cases, up to $25,000).
  • Additional Perk: A one-time $250 incentive payment just for signing up.

3. Energy Affordability Program (EAP) (Income-Based)

For low-to-moderate income households in the GTA:

  • The Deal: You can get a cold-climate heat pump, smart thermostats, and weatherstripping 100% free (including installation).
  • Eligibility: Generally based on household income or receipt of social assistance.

4. Municipal Financing (The “Loan” Path)

Since you are in the GTA, your clients can access interest-free loans that stay with the property:

  • BetterHomesTO (Toronto): Up to $40,000 interest-free loan for 10-20 years.
  • Better Homes Hamilton: Offers 0% interest loans for heat pumps, similar to the Toronto model.
